Of course there's another way to look at it - perhaps the troops aren't seeing the bigger picture.

Let's assume that an organization can best be defined by where its cash flows. Like Tom Peters' you = your calendar.

Most surveys of actual IT spending pin external spending at around 70% of the total budget.

And, with virtualization increasing (with the possiblity of GRID/On Demand/utility/whatever) and SaaS, ever more external spending seems to be a trend.

If more than 2/3s of the cash is spent on outside sources, perhaps we can say that IT is already largely "outsourced?"

And the staff doesn't get it.
